RS fails to debate Manipur; ends with Raghav Chadha’s suspension

Despite a protracted exchange of arguments between the treasury and the Opposition regarding the procedural rules governing its conduct, the Rajya Sabha fell short of conducting a debate on Manipur. The conclusion of the monsoon session saw the suspension of AAP member Raghav Chadha and the passage of an additional resolution extending the suspension of AAP’s floor leader, Sanjay Singh.

Among the nine members slated for retirement this month, the House bid farewell to five, with four of them securing re-election. Yet, even these farewell speeches were not devoid of political jabs. The initial adjournment was prompted by BJP’s Kirodi Lal Meena, who interjected during the farewell addresses to address the purportedly deteriorating law and order situation in Rajasthan. This led to an uproar from the Opposition benches, resulting in a vociferous exchange between the two factions. In response, Chairman Jagdeep Dhankhar suspended the proceedings for a duration of thirty minutes until noon.
Upon resuming, Opposition members endeavored to initiate a discourse on the Manipur matter, but Mr. Dhankhar reprimanded them, stating, \”Had the Opposition accepted the Chair\’s proposal for a brief discussion on July 20th, this situation might have been averted.\” He went on to underscore that the Lok Sabha had undertaken an exhaustive deliberation on the Manipur issue, presenting a missed opportunity for a similar dialogue in the Rajya Sabha. The House adjourned until 2 p.m.
