Ibrahim Biari was a high-ranking Hamas commander who led the Central Jabaliya Battalion, based in the Jabaliya refugee camp in the Gaza Strip. He played a pivotal role in overseeing all Hamas operations in the northern Gaza Strip and had alleged involvement in numerous attacks on Israel over several decades. The Israel Defense Forces (IDF) had specifically identified him as one of the Hamas commanders responsible for dispatching militants to carry out coordinated attacks on Israel, including the one that occurred on October 7. Additionally, he was reportedly linked to the 2004 Ashdod Port attack, in which 13 Israelis lost their lives.
